what do cops mean by 6 "mature" plants?

so i jus took 35 cuttings and for the past 2 days theyre all doin great so im planning to vegg the biggest 6 for 2 weeks n then flower for 8 weeks n then do another 6 and so on, buuut what makes plants count as mature in california law? is it based on stage of the growth cycle or just on the size of the plant?

Actually, in Cali law it's specified as the time it shows sex.
