i had started a bunch of seedlings one time and the tallest one had to be 6-7 inches before all the other got to 4 and it fell over like yours. i think it was because it got too tall before it could thicken up its stem. it was laying sideways but the leaves where still "facing up" i let it be and a day or 2 later it had stood back up on its own. maybe this is whats happening to you. hope that helps

Do you have a fan blowing on them?? cause too much air movement too young can have that effect. Pictures would help man!

It could be stretch caused by insufficient lighting/improperly positioned lighting and it could be caused by damping off disease. Are there any visible signs of a problem other than the leaning? Are the stems thinner and darkened at or just above the soil? If you did not have a fan moving air around them the stems would not grow as thick as fast as they otherwise would. Lateral movement in stems and branches cause increased growth/stem and branch thickening/strengthening. Without such growth plant stems and branches will be weaker.

also its only a cfl grow im going to get a small hps for flowering this is bagg seeed out of reall nice purple kush so i hope it turns out there is 2 t5s 6400 lummens each and to cfls i got a few more i plug them in to power bars and hang it on my home made hood its only my second grow

If you over do it the thing will drown or just go to sleep , Without the time to look back at your prior posts on the forum and not knowing what kind of experience you have ... i can only tell you how i would like to be told if i was doing something wrong and somone was helping me ...so here it is ... Bottom line ...No more warter ... you will kill it ... the roots are being deprived of oxygen and the plants chemical reaction to that is to SHUT DOWN .... No more water ...OK ?
It's tall and skinny like that coz it's streaching up looking to get as close to the light sorce as it can ... this is bad ... Get the light about 2-3 inches from the top of it .... your aim is to get the stem to stop going upwards and to fatten up ..... If you keep watering it it will switch off till it drys out and the roots can breath again ..so again ..no more water
...... if you have a small clear plastic cup ... spray the inside with some fresh warter and sit it on top ... the leaves will suck in the moisture but dont wet the plant any more .you want it moist ..close to the light and drying up
You prolly know all this allready ... but like i said ... im telling you what i see and how i would like to be told if i never knew

oops I think with it being so tiny like that the roots will not have grown down to much though no ?.... so even though i missed that bit my advice is still sound ?..would you agree ?... closer light ... let it dry up a little so the little root is not starved of oxeygen in that soaked rockwool ? .
I just looked at it for what i seen and tryed to advise or express what i would do to try and revive the poor thing heheh
... Its clear im no expert ...just saying what i see and how i would deal with it really Im willing to accept it might not be the right way .... coz like most of us i have been plenty wrong in the past about a lot of stuff haha
I see it a bit like this .... im not a vet but if somone was to bring me a sick dog i would try and look at what the dog needs to make it better and try that in the hope that it worked .... But in a room full of vets ... my idea might be something they never thought of
My intent was to help the OP out ...and im keen to do that ...if im wrong ...lets hope one of the other vets is right

Let the roots find the aero system. If you keep top feeding they have little need to search. Plus it sounds like the extra water is drowning them. I would get the lights closer and let the system do its thing.

there all dead egcept on and she is starting to fall over im hoping to keep her going and alteast get some clones i was thinking it was the heat from the cheap cfls i had with the t5s i toook them all out except the t5s and i cut a pop bottle in half and sprayed water in it and lowered the lights to top of the bottle im not sure what to do but i dont wanna lose it
