It's not a good thing to judge but only by the way he words the whole thing I definitely think that he is "NOT FROM THE AREA" because:

1)it's EXTREMELY easy to find bud there.. most of the bud is kush there..
2)If he would have been from this area he would DEFINITELY find a place to pawn his computer for 60$ or not even go to that extent because if he truly would be from there, he would mosdef have a friend (or even more than one) who would be able to help him..
