Here ya go....Cool White is for Veg...6500k Spectrum. For veg. you want warm white in the 2700k spectrum. For 15 buck you can certianly add something to your collection of bulbs. Both home depot and walmart have a good selection of cfls.
Yeah, as said above, the 6500k cool blue lights work best, and go for the highest wattage per bulb you can. The ones I use are the 42w(200wequiv) cool blue bulbs. You can generally pick them up at any hardware store for just under $10.
6500K = Daylight <-----Best For Veg
5100k = Arctic Brite <----Ok for Veg
4100k = Cool White <-----Useless
3500k = Warm White <-----Almost useless
2700k = Warm White <--- Best for Flowering
