Well I just got a light at lowes for around 25 and it comes with the bulb and ballast. Its one of those street lamp lights. Well it came with a 175w mh light. What will happen if I put a 400w hps in it instead?

if you buy a hps fixture you can use mh bulbs up to the same wattage but not the other way around.unless when you bought it it said it was interchangable.but if it came with a 175w bulb i wouldnt use a 400 but check the specs it will tell you.
Well it says to use only the bulb on it but it also says to use outside only and i'm going to use it inside so will it work? I'm not asking if it is the right thing to do, I know its not but will it work?

i have no idea but you could end up with a fire if you try and its not supposed to take it.ive never tried it ive always used what i bought the fixture for
Dont be so damn dumm,,,,You are the reason there are fires caused by growing indoors. Your life is worth the extra bucks to get the right equipment. And no it wont work!!!! there is no igniter in a mh ballast.

If you put a MH bulb in an hps setup or vice versues.You will be very mad while the fire department is putting your house fire out and your in the ambulance with glass in your face and burns.Unless you by a switchable ballast that is clearly said to be a switchable ballast you can not switch bulb types or wattages.A 400 bulb cant go in a 600 watt ballast setup and so on.
