Wow that looks almost exactly like what my first grow space was like. I hope i can help by explaining what i did. From the looks of it you need something simple and more or less inconspicuous.
I started with a germination station on the top shelf. I used black plastic and a staple gun to close it in. Next i bought a few Daylight CFL's from the hardware store and hung them from the ceiling with cup hooks. The seeds were started in peat pellets and transplanted into their larger final pots once they were a few inches tall. If you decide to use the pellets i would always peel the skin off it befor you put it in new dirt. Iv had thos things stunt root growth on fresh plants when i didnt remove it.
Once in their new pots i got a 4foot dual lamp shop light and equipped it with one cool white, and one warm white fluorescent tube. For these i made space in the bottom section of the closet. Keep in mind one shop light is kinda weak. Its much more effective to get two fixtures, one for cool white bulbs and one for warm white. I hung thos 4foot fixtures from the bottom of the shelf with more cup hooks and light duty chain so you can adjust the lights up and down. Just add an oscillating fan to keep the air moving in, out and across the plants. This will keep the lamp heat from drying out your soil and plants to quickly. From there its all about the TLC for the THC
Iv since upgraded to LED lights for flowering, which i have to say has been a very good investment. If money is truely no option then i would recoment LED's just DO YOUR HOMEWORK on them. Dont buy cheap or youll get Low quality light. I get mine from ProSourceWorldwide's website, the lights are SOLID on multiple levels. Plus they can last something like 50,000 hours, and there is no heat you need to vent. Lets see HPS beat that. I have pics of my current set up if youd like to see. I hope some of this helped
