As a seed breeder, germ problems come up from time to time. It's not always the breeders fault, but no excuse for passing 2nd rate seeds. If they were small and underdeveloped, that is the company's fault. If they're not Sativa dominate, the seeds should be average sized at the smallest, and healthy Indica dom beans are usually huge..
Problems can be addressed, such as maybe the pH was too high, or too low, water temp too high or two low. I've had healthy seeds that seem too mature, and fresh not pop, 2 nights in the fridge simulate a winter is an effective means to trip those biological triggers, and the seeds will germinate fine after that.
Color can be an issue with seeds, not totally a maturity thing, BCGA Space Queen seeds were very pale, and it seems my Super Silver Grail Haze seeds are exactly the same, they are my prize breeders the mom C99 and dad SSH. Their seeds seem to be bleached, but totally mature, they never darken...
you can't fix that aspect, if they were small and white, from them, I'd venture to say it is their fault and they packed every questionable seed for the pack count. Too many people let shit slip, just to fill another pack or two. They work with Kush quite a bit, yeah, those should be fat and brown. They passed you bunk seeds, not cool. Thanks for the heads up, if it happens to you, it could happen to all of us. I would shoot them an email directly. They're bound to be found in a forum somewhere, let them know, could be a fluke, or greed, you never know.
