first grow need some input

hello fellow growers i had to ask for you guys input even tho my dad said the electrical was jerry rigged to his liking. the plants are in a 2.5 gallon. 9. 7L pots, (i thought they were 3g when i bought them) except the two on the right , the pots stand 9in tall, from the to the soil to the shelf is 37in.(the shelf is removable but i'm using the shelf for the humidity dome and I want to veg. in a one gallon pot 5in high and then switch to the bottom)
live in soCal, don't have an AC, but have a house fan right outside my room. (sucks air out of house into attic)
i hope i make sense to all of you guys
the GDP and cheesequake-got on 4.20 left them outside.
didnt know much about what i was doing until about a month or two later.
the other 6 was given on 6.8.11 but started on 5.2.11
spent 200 bucks overall on everything so far. keeping track of my costs and schedule in a book. I have the grow bible by John Cervantes.
As for my lights, T-5 high output, 2 ft long, sits about 10in away from the plants
On the top shelf are 12in T-5 8w, behind it 2 T-12 that are 20w each, that are plant and aquarium lights . On the right of the shelf is T-8. On the left CFL 13w.
Just a clamp on CFL in the front.
As for nutrients, tomato 18-18-21.

i take them out side in the morning and when the sun goes down
and its 4 T5s from hydrofarm 2ft the chain didnt go any lower or i would have''
also on the next start ill grow them higher on the shelf befor i transplant into 2.5g

iid say. either leave them outside or inside.. and if inside .. go out and buy some cfls.. my first grow i had 10 outlets.. with 2 cfls in each .. so 20 bulbs at 1900 lumens each. so around 40000.. almost equal to a 400wat mh.

whats wrong with outside inside?
Nothing really wrong except for the slight added stress on the plant from switching light sources. The sun is going to do a better job then any light fixture ever could. Plant it in the ground if you can, unless security is an issue

If the lights dont go any lower, stick some books under the plants to lift them up closer to the light.
 
Yeah I was only going to Veg. in there and flower out side.
I bending them so when I take them outside neighbors dont see them, just wanted to try something different
Not going to plant them into the ground cause I've seen too many people problems with thieves and all that.
What do u mean making cheap cfl fixtures?
Am i going to have to remove the shelf once they get bigger for full veg growth?

Invest in a good light you can get a 150 watt hps for like $70.....i just got two for $60 of craigslist.... i did the cfl thing and i love them but you use allot of sockets for one(fire hazard)....you have to adjust them everyday or you burn your plants...and if you have allot of them i think they create just as much heat as a hps..... i still use cfls as side lighting but after cleaning out my box and simplifying my grow i use 4 sockets............. i used cfls cus i thought i was saving money....work lamps were like 12 each...i had 4...Y splitters are like $1 i had 4.....3 packs of lights are 15 i got 3............ thats $97......

also get those sun protector things you put on your front winsheld they work great...

You can get screw in CFLs with those clamp on reflector fixtures. I like to secure the clamps with a wire hanger so there's no chance of the light moving or the clamp slipping off and having the bulb break or burn some leaves. It also makes it easier to raise and lower the lights by just bending the hanger.
