As Utöya is a part of Norway, I would have thought that it would be straight forward.

i think considering he was planning this for 9 years it will be quite easy to keep him in for more than 21 years

my guess is that they have some sort of mental ward they will keep him in after that, or house arrest.

i honestly don't think they will let him roam free again. i could be wrong.
