I guess it includes all psychoactives but mdma, lsd and cannabis more specificly.
Think of how these drugs changed me and you, what happens when they are available and everybody is changing their lifes and swimming off on all sorts of weird trips. If everybody is changing there isn`t going to be much of a system left.
And a country who risks this also risks losing its power, and falling under control of another country.
Like it was said, a productive system (you question productivity / needs on psychedelics) needs leaders and peons. Once all the peons are wondering why they are doing things hows the match going to end.
Maybe it ends well, but how can we be so sure? Maybe people should be worked into the ground, the economy improved and we should be saving our asses from the carbon footprint we created?

I don`t actually think any of us can accurately predict what happens when psychedelics are running lose. The government has a reason to be scared.
