I'm not being critical by any means in my post here.
Forgive me if it comes off that way, I just wanted to give my observations, maybe offer suggestions. With any luck, you'll find something no matter how small or simple that helps your grow.

You must of went right into flowering when you got her so your plant didn't really have a lot of veg time. It sounds like not enough light, combined with the normal stretching at the start of flowering could be why it's pretty tall and skinny, that's why you need more cfls, especially since you are flowering her.
If you go back to home depot, check into the Y sockets, and then you can use
two cfls in one socket. As I remember they're pretty cheap.
4x42w cfls would be the least i'd add to what you have already since you're flowering. Your plant will need that much light, and maybe more.
The more light, the more energy produced, the more energy produced, the more flowers will bud. Ultimately, the more weight you'll get.
And scrap the tin foil. If you can't find mylar or something similar, white poster board will reflect light better than tin foil.
I've included a pic of the Y sockets. Those 4 cuttings rooted, and were put in the pots on July, 25th.
In veg, you can get away with less light. I'll veg the 4 cuttings for two months
under nothing more than these 5 x 27w cfls.
In a month, they'll look like the 15 inch tall plant pictured, ready to flower.
It's a beautiful girl you have though.
