"Our intention is not to prosecute everybody in the state," he said. "Our intention is to get people's attention in order to deter this activity."
I'd imagine at least the bigger ones that can afford good legal help are unifying. The state itself should push back, all the tax income missed (that the state really needs) that'll be missed out on.
