Cheap Lighting?

I have a friend that is growing two plants in a small room with a single 12" led light. He is trying not to spend any money, What can he use that will be the cheapest for the electricity bill but will still produce dense buds? Please help, im an experienced outdoor growing but not indoor.

There is no substitute for the sun or an HID if you want to produce "dense buds". CFL's will absolutely grow great and just as potent pot, but it wont yield like what you can grow with an HID.
