20W(X4)=I(amps) X E(voltage)... Idk what voltage u r using... If u r in the US, u likely have a 110V, 20A circuit to plug into... So, if this is the case, u r only pulling .72 A... So, a cable rated for this would work in as small as 16AWG... But, overkill in circuitry never hurt anything, and Id go with standard 14-2 w/ ground cable for wiring... If u add fans or any other lighting to this, it will increase your cable size needs... For these tiny lil CFLs, a simple 20A plug-in timer will suffice for making sure your photoperiods r consistant, without having to rely on manually turning the system on or off, which is easily forgotten, or slept thru, and highly advised, lest your plants become shocked due to weird photoperiods...
