13 watt cfl and 65 watt...is it sufficient?

What type of plant light? Most of the older "plant lights" are pretty terrible compared to a standard CLF. I would say 78w of CFL could grown a single small plant but I don't think 65w of incandescent 'plant light' +13w of CFL would be able to.

The incancendant is trash. Get like, 10 more of those 13s.. Or bigger?

Forget. "plant light" if it's not a t5 or a 100/125w CFL.
You need both red and blue spec for flowering and veg. (I only use blue)
2700kelvens for red, and 6500k for blue. Blue for veg red for flow. If you're only growing one plant get 2 100w cfls. 1 red 1 blue
