33-1343
A. The tenant shall not unreasonably withhold consent to the landlord to enter into the dwelling unit in order to inspect the premises, make necessary or agreed repairs, decorations, alterations, or improvements, supply the necessary or agreed services or exhibit the dwelling unit to prospective or actual purchasers, mortgages, tenants, workmen or contractors.
B. if the tenant notifies the landlord of a service request or request for maintenance prescribed in section 33-1341, paragraph 8, the notice from the tenant constitutes permission from the tenant for the landlord to enter the dwelling unit pursuant to subsection D of this section FOR THE SOLE PURPOSE OF ACTING ON THE SERVICE OR MAINTENANCE REQUIED.
C. the landlord may enter the dwelling unit w/o consent of the tenant IN CASE OF EMERGENCY.
D. the landlord shall not abuse the right to access or use it to harass the tenant. Except in case of emergency or if it is impracticable to do so, the landlord shall give the tenant at least 2 days notivr of the landlord's intent to enter and only at reasonable times.
Section A applies to you, since your landlord has given you no feasible reason to inspect the building (just cuz doesn't qualify), he has no right to do so. If you were to need maintenance on your dryer and he tried to inspect the rest of the home while inside, he is violating your rights as well. It seems pretty clear cut that he has no purpose, other than snooping, and therefore has no rights. Even if he were to decide he wanted to hang up curtains suddenly, he can't do that either. Unless he has a purpose as in a buyer, he has no reason to suddenly want to decorate, thus not allowing for entry. Plus, most leases include things about the renter being responsible for such.
Glad that you are sending him a certified letter. I would also send him a copy of the az residential landlord tenants right. and I would also allude to hiring a lawyer and pursuing him to the fullest if he chooses to continue. Tell him you'll be billing him for your attorney. Nothing stops people like fear of financial burden. bottom line is this guy knows he's wrong or he already would have entered. He's bullying you so that you will give permission.
