A troll is a person who intentionally baits people into disagreeable situations in order to get an emotional response from them. It is very commonplace for trolls to make multiple accounts, however, because once everyone starts crying troll it becomes harder for the troll to invoke an emotional response. Like how everyone just says "oh, don't worry about him, that's just UncleBuck"... what they mean is, there's no point in trying to have a valid conversation or debate because they're not looking to learn anything, just to drag people into conflict. And once an identity has gained such a reputation, nobody pays attention anymore. The troll must then make a new account to continue the act.
