A 30 watt T8 would be perfect for cloning or starting seedlings but anything more than that and you will end up with very tall skinny plants with barely any branch tips. Less branch tips = less bud sites. If you absolutely must use that light, make sure to keep it about 1-2 inches from the tops of your plants. When I used to use them for vegging back in the day, I would damn near touch them to the plant tips. For clones and seedlings you would want to keep them a litte further away. Maybe 6-12 inches.

i burn my fan leaves with my bulbs all the time. i just cut the touching part off, and keep them 1/2" to 1" away from canopy top. a lotta work. i may throw a 250W hid into the mix and just use cfl's for supplemental light.

Ohman, I just read through the OP again and I realize you are using it to flower. In that case, I guess it depends on what your definition of it "working" would be. If you don't give a single F#CK about the results, it will work. It will yield about 5-10% of what an HID would yield, and all of the buds would be ridiculously thin and airy. It might even never finish flowering. Also, it will stretch so much that it's going to be hard to finish it without some serious supplemental lighting.

So, yeah I guess it would work but I wouldn't expect more than 3-4 grams of dried bud.

Those T8's run much cooler than T5's. The T12's won't even burn tips even when touching ;) Which bulbs do you use? I'm assuming T5's but we all know what happens when we assume. It makes an ASS out of U and ME. ASS-U-ME lol
