$700+ is a mighty expensive free checkup. But imagine how much more that would be if the government never got involved in health care.
You're misunderstanding how it works. The $700 is the fine for not buying insurance. You'll still be treated the same way as now. The doctors will still expect payment up front if you don't have insurance, so you will probably have to go to an emergency room, unless you can work something out with the doctor. If you go to an emergency room, you'll still be billed for treatment at the full rate. The rate is much higher than what is charged to the insurance companies as they pre-negotiate the rates. No bills acquired before you buy insurance will paid for you. People have the mistaken idea that Obamacare is free medical care. It is only a requirement that you buy insurance. It does expand eligibility for Medicaid, but only in states that choose to participate. Since the law doesn't fund the state's outlays for this expanded Medicaid, few will participate. Governor Scott of Florida announced Florida will not participate in any way. Expect more of the same. Many states just don't have the money to participate. The bill seems designed to fail. I know, let's appoint a committee to study it!!
