if an employee doesn't sign a W4, he doesn't work. it's a voluntary decision.
if an employer doesn't do the W4 thing, the max gets taken out. but no one ever forced them to become an employer. that also is a voluntary decision.

if your employer told you this they lied. it is untrue.
the w-4 wage and tax withholding agreement is completely voluntary, but employing someone without getting it signed makes the employer liable if you do not pay your taxes. its a confusing section of the code of regulations that is impenetrable to anyone who questions the power of government to compel another to be laible for your taxes, but it is successful at making the w-4 a mandatory part of all employment, despite no law requiring you to sign it.
it's robbing you by threatening to rob your employer and leave you jobless if you dont submit, so your employer (out of self preservation) will never hire anyone without the form.
declining the w-4 is tantamount to declining to ever be employed anywhere in the usa. legally.

My argument being that participation in the tax system is as voluntary as using tissue paper. You can choose not to but eventually you have a stinkin shitty mess to deal with.

well that depends, if its sosh security payments then he is prolly in the 3-5% bracket, but on a fixed income 3-5% is fucking heavy, further, sales taxes, excise taxes and property taxes can bite the apple even deeper.
my income tax rate is low too, but since i make less than mr neutron i dont have the dough to splash around for flashy handouts to washington bureaucrats, or for funding lavish GAO parties to celebrate reducing costs by just about exactly what the party costs.
even 2% of taxation that is criminally based (like the income tax) on lies and bullshit, and an unratified amendment that contradicts established constitutional principles for the enrichment of washington fatcats chaps my ass too.
i dont like pickpockets either, even though they generally only steal a little bit that the victim can usually live without. washignton is full of burglars who steal your shit then come back for more year after year.
he may not pay as high a rate as some, or as high a total as most, neither do i, but it still stings, maybe harder than those who pay higher rates due to our narrower margins, but we can still bitch about it.

To begin with, I never told YOU anything. What I probably said was something like "If I get horny, I would rather rent a woman for an hour" (than get emotionally involved and permanently attached with someone). First of all, I am not complaining, as you love to keep harping, about how much I have to pay but rather the fact that all of us are being lied to and defrauded into paying taxes on wages and to reveal how unfair the system is. Even UB believes that each of us owns our own body... but if that is true, then why do we not own our labor?
Did the government implement withholding to make it more convenient for us or to trick us into compliance with their fraud? How many people would complain about their tax bill if everybody had to cut a check four times a year AND pay the FULL SS tax? Withholding is an insidious way of making people comply with a fraudulent system. A little bit every payday is much less noticeable than writing a BIG check every quarter. And making the employer pay half of the employees SS is a good way of discouraging self employment. They don't want anybody going independent and they do what they can to discourage it.
The questionable circumstances under which the 16th was supposedly passed. The Constitution says no direct taxation without apportionment. The Supreme Court has said the 16th infers no new power of taxation. Income was defined as profit from a capital venture, NOT wages. The abuses of power exercised by agents. The agents that have left the agency after discovering the truth and the persecution they endure to this day for revealing the truth. Just a FEW of the questions that remain unanswered.
You choose to remain blind to what is going on, fine, it's at your own risk. You might want to rethink your mightier than thou posture, however, it doesn't fit with your false/fake sense of compassion.
Gee, I didn't know individual states have their own poverty line, even if true it has nothing to do with the subject at hand. We are, I believe, talking about federal income tax and yes, for 2011 the poverty line for an individual was $10,890, my pension income was $10,946. $56 over the poverty line and still on the hook. Figure it out, it's not difficult. $10,946-$5800 (standard deduction)=$5146-$3700 (standard exemptions)=$1446 taxable income and the tax table says that is subject to $144 tax. You all shout "TAX THE RICH, TAX THE RICH" yet you ignore the inequality of the progressive tax system (4th plank in the communist manifesto, btw) and the burden on the poor.
I challenge anyone to live anywhere in the whole United States of America on $900/mn without assistance, let alone pay your federal tax bill. It might be possible if you own your home, if your property taxes aren't too much. But your not really living, you're just surviving. I chose to move to Mexico where my little pension will allow me to have some quality of life, rather than trying to scratch and claw my way through. I worked my whole life, am I not entitled to retire and enjoy what is left of my life? Or will you deny that, also? You also need to consider that my income is fixed, so inflation is pushing my purchasing power lower and lower every year, making it even more difficult.
Just one more tidbit. Take the $10,890/yr poverty level for a moment. Suppose someone only gets $800/mn? That's $1290 BELOW the poverty line. Can you live on that? Are you still liable to the Infernal Revenue Service? You bet you are.
Why does the IRS say that filing is voluntary when it clearly is not? Why does the government persecute those that try to educate and reveal the truth about the fraudulent actions that have been perpetrated on it's own citizens (subjects is more accurate) for the past century? Why is it they threaten anybody who publishes or distributes any information revealing the truth? After all, if you can look up the instructions for making a weapon of mass destruction, what harm can shining a little light on the tax system do? What are they hiding so jealously?
Your last line, where you lie about my tax liability is right from Harry Reid's playbook of "If you can't dazzle them with brilliance, baffle them with bullshit". You called me a liar... prove it or own it.

Maybe he recognizes that taxation is institutionalized theft and that the amount extorted or how the money is put to use even it's for "good things" cannot change the fact something taken from another absent their consent is a poor foundation for a policy.... Of course that's just my opinion, so maybe it's for other reasons.
