I thought the total sum spent on elections in 2012 was 2.x billion dollars?
I know that takes senate races and other smaller races into account.
But the GOP must surely have spent more than 300-350mil?

I don't understand what you mean by waste. Donors give big money to pay for the Contest. It goes to smaller TV markets for the most part, but I understand the Obama machine had 5000 paid workers in Ohio with more that 100 offices.

That costs money. The media consultants and all the other Experts get big bucks. It's all lawyers and special interests and special donations. Why is it waste? What is your idea of how it could work?

Or is it another thing entirely? Is that one side spends the money very well, but the other wastes it, according to you?

If Obama would have lost, who would have wasted the money?

You lost the bet. Republican party and third party entities spent 1.3 billion and still lost. Democrats won with 1.8 billion, so I put my money on 1.8 billion as the cost to buy an election. Note this does not include the free 24/7 political advertising and news suppression Obama got from NBC and ABC.

Citizens United was not a bill that can be amended. It was a SCOTUS decision.
