Branches appear to be small on my blue dream

Hello,
I have blue dream and its on 2 weeks into flowering and the branches appear to be a bit small.
The plants looks healthy and its under 3 600W hps, PH 5.8 to 6.1, PPM 570, tempurature set to 78f to 82.
Also, 2 wall fan and inline fan with ducting attached to the hoods. its on hydro buckets with RO water.
Any idea or suggestion? Maybe too earlie into flowering?

When a plant goes into the flower stage, it will stretch to max hieght and branch length and stop, then it will concentrate on flowering, so yes you may have put it in too early, but it will stress the plant if you take it out and put it in veg again...it won't show signs of growth for awhile...

Here is a picture. its now 2.5 weeks into flowering and appear to be small. I did veg for 4 weekes.
