I think using a high p/k bloom nute on a little tike like that would cause some yellowing, yes, yes I do. Plus, He said he hit them kinda hard with the nutes, so, Again, yes
So are you saying something might be getting locked out or something? I'm not trying to be a smart ass, I just haven't personally seen nute burn look like that. I concede that we need more info before we can safe definitely one way or the other.

I'm not trying to get into some type of pissing match, so lets just try to help OP and figure this out.

What medium is being used?
What light source?

I fed them on only water for 4 weeks and they looked pretty healthy up until now and there's been 2 feeding since (im using bio bizz grow & bloom and have started at quarter strength). Not totally sure what the problem could be so any advice is much appreciated. thanks in advance

2.5 Man, did you read that? Those look tiny even for 4 weeks.. Still saying nute, nute, nutes? It probably wasn't the best idea, but he's got other issues than just that.

yeah, 4 weeks from seed, they looked healthy, then he fed them twice with bloom nutes and they started to yellow. The size is probably related to the light he is using and the genetics of the plant.
