I don't know anything about budbay. But if it has a lot of shipping going on then he's not being paranoid. The feds jump all over shit like that. Quantity doesn't even matter at that point. I've seen the FBI kick in a door of a guy in Humboldt who was just doing a small bedroom grow and mailing it out. They brought twelve fbi agents to raid his 4x4 grow.

Not paranoid at all IMO.
