yes for people to help you you need more info espically for hydro!
Now for the LEDs, It all depends on what you want to do with them, how to use them for your specifications, and over all how you use them.
No LEDs don't work to good for budding and whole grows.
LEDs work very good for mothers and rooting clones at a reasonable price.
also they work good for starters because I find it hard to start plants outdoors so I use them for that and that's all.
If you know LEDs good you don't buy grow LEDs !!! I get my own that are way way cheaper than most and very powerful. Companies selling grow LEDs sell you the same stuff but more convient and much more expensive.
so if you don't know LEDs and you don't got money to waste don't go led stick with your hid or floro or whatever you use.
And yes if used properly LEDs are cheaper and much more efficent then any other light I know of.
