Of course we can. While there are plenty of racists down in the south, it's not limited to just there. I grew up in Detroit and remember tanks driving down my street. Have a cousin who was born crippled that got jumped and beat while going to school in Ann Arbor for being white, Boston is famous for being the most racist city in American rated by professional athletes.
I think there are racist people everywhere, but those who live where it's 99% white have a tendency to point at other places and say look how racist they are...
Speaking of Alabama, Huntsville Al was shown to have one of the highest levels of intelligence of any city in the country. A lot of transplants, but smart people moved there for a reason. A few cities in NC were voted near the top for friendliest cities to live.
The bigotry is amazing, look at Cheesus in this thread, he drove through once and makes claims that whites won't live with blacks, then it's backed up by other people who've never lived down south.

I'd say the most racist historically have operated out of Washington D.C. Just ask anybody sentenced to an Indian reservation, Japanese Americans incarcerated in concentration camps a few decades ago, Vietnamese villagers attacked, "sand niggers" in the middle east or anybody with dark skin popped for a minor pot charge.
