Looks like your growing that in coffee grounds what is that medium?

That medium doesn't look airy enough as mentioned above(not good enough drainage) but that has nothing to do with ur issue for now. How do u se the roots if they're in that soil looking thing??? If spots are brown, could be many thing, if on the white side, SUPER small chance of light bleach( too much light for tiny plants) 300 cfl isn't that much anyways. Check ur PH in/out of the pot, be sure to have air ventilation and keep temp within range.

Looks like you need to lower your light some; kind of stretching, maybe not necessarily "stretching" but if you lower your light your node spacing will be way closer (better).
Also, how old is the plant? The bottom leaves yellow and turn necrotic and fall off on their own; if the plant isn't growing fast enough the bottom leaves can start falling off before new growth on top can keep up.
But personally, I think you might be locking out nitrogen due to over watering. Soil looks very wet, and that can lock out nitrogen in seedlings.

Careful suggesting a PH without knowing what grow medium they are using, if i used 6.5 in the soil mix im using i would be fucked. Agree thou it does look like a Calmag issue of some sort.

only the very bottom leaf and the rest of the plant is healthy ? pull the bottom leaf off. some times they do that normal , from time to time even the most health plants get a occasional yellow leaf, nothing to stress, as long as the main growth new growth is green and good looking. your golden , or in this case greenden

6.2-6.7 is what you're supposed to adjust the water to when you're growing in soil. If you don't know what you're talking about don't post.

got a fan and killed off the dying leaves and it seems that that are new leaves growing in it place *just watered*

well the leaves that you pulled off would have helped you figure out if the problem was fixed or not. Not if it wasn't fixed then it will progress into what you have left. Which isn't much...... Brown rusty spotting on the leaves can be a sign of Calcium Deficiency
Give the plant a dose of 1/4-1/2 strength nutrients solution the next watering... Even as a seedling, the strain may require nutrients right away.... I'd show you my trainwreck but it's not my thread to post pics in.
It takes 2x the Grow nutes compared to everything else i run. otherwise it yellows up and gets ugly.

Your plant is a seedling, and they bare vulnerable, but it looks like its doing well to hang in there and survive. Careful taking off leaves; if there is any green left on them, the plant can still use its mobile elements (plus the bottom leaves get brown and fall off eventually as the plant grows.)
How often do you water? How dry do you let your soil get, and what kind of soil is it?
