Problems with my CINDY-99 grow help would be much appreciated

Hey guys,
My first grow... Cindy 99... First post and wish it wasn't under these circumstances...

I'm 4 days into flowering and I think I have multiple problems. Some of the leaves have "the claw" as you can see in the pictures and some of the leaves have some discoloration, either on the tips or the leaf itself is 2 separate colors. Other leaves are very dark or seem dried. At first I thought it could be nitrogen toxicity which might account for the skinny but tall trees and the claw after a flush and the new problems I'm not sure.

Im using filtered tap water ph ed to 6 with half the suggested amount of dyna grow bloom 3-12-6 and slightest amount of dyna gro protect 0-0-3. During veg I had ocasionally used dyna grow 7-9-5. Im watering once every 3-5 days depending on how wet/dry the soil feels. My soil is a roots organic with some extra Peet moss. Temp is ranging from 73-78 inside the grow lab. My light now is a hortilux 250 hps. Right now I'm at 13-11 light to start the veg, was gonna switch to 12-12 but noticed more problems.

any help or thoughts would be much appreciated.

I't looks like a N problem(clawing) and not enough water(dropping). I was watering my plants a liter a day when I grew in dirt.
Flush again real good, run like 3 or 4 liters thru them and watch them for a few day's and don't let them dry out(if you can stick your finger in the dirt and nothing sticks to your finger than it is to dry).

I dont think its an N toxicity especially using that little of a relatively low N bloom fert.

Leaves will droop when overwatered or subject to low light conditions.

Hard to say for sure but I would think it is more related to lockout or an inability for the plants to properly uptake nutrients (pests/disease?) How do the roots look?

I grew C99 with DynaGro "Grow", "Bloom" and "Protekt" in soil and coco and never ran into problems. I was feeding every watering at 2.5-3.75mL/gal Grow or Bloom and maybe 2.5mL/g Protekt.
