The militarisation of domestic law enforcement is quite obvious, in addition many current and ex-military people train law enforcement upon retiring from the service.

Good point and you nailed it, the guns don't end up with the people, they end up in corrupt leaders hands.I am not saying just send guns to Africa in general but rather a more focused effort.....think "feed the children" except with guns.
If the bad asses succeed in concentrating the guns in their own hands, that is taking them from the populous......at least the populous weren't defenseless to begin with.....assuming the populous is the overwhelming majority and wish to exist without oppression.
