I keep the water level about an inch or two below the pots before I see roots and then drop it an inch or two after the roots hit the water. I agree that the larger tote is just more cumbersome than it should be. I'd go with smaller totes like you are thinking.

Yeah, you have to be careful with the water level. At 20 gals, they stay on with very little weight on top but any more water and they won't stay shut without straps or tape. If I were to do it again, I'd opt for a sturdier tub.
