Transplanting can cause some small issues, be patient. Make sure not to overwater and I like to spray the foliage with h2o mixed with a 1/8th dose of thrive alive red. (1-1-1). If the clone hasn't established a root system yet, feeding from a spray bottle helps.

I think having your root mass outside the cup goes against the 16oz rule. This would give you a giant leap ahead of soil growers that are forced to contain their roots inside the small cup, thus their plants will be smaller.
