Should i be checking the ph by runoff, Ph of actual soil or ph of water/nutes?

Updated pictures. The bud is getting more filled out, but the leaves do not look good. Yellow, blotchy, rust spots. The leaves look worse in person. The camera doesn't pick up on it.

what should I do about harvesting it? I'm afraid if I wait any longer the sugar leaves turn brown and not having any bud. I know its not ready yet but if I harvested now at least ill have something.
