Go the Soil/Peat/ Pro Mix route. I'm a Newbie and it seems to be pretty easy so far. I wouldn't go DWC or Hydro without the money and experience.

Yes HLG B Spec has more Blue for Veg (Kinda like MH), R Spec has more Red for Flower. I'm a newbie so I can't tell you much more. I'm sure you can just get 35000k for full cycle but I would rather have a dedicated Veg/Flower lights imo.
