It probably is. There isn’t much you can do but take the affected leaves off. If they all have them your plant is already suffering. I don’t know how it will affect cannabis. You might not see flower if they survive. It’s a lot of stress.

I’m in the middle of my first grow. I am an avid gardener as well though. It looks like you have some sort of disease. It wonder if your roots are diseased. Maybe there is some fungus in your soil that isn’t good for the plants.
