My favorite way of getting even with people who act like that is by producing a better crop, more of it, and getting rid of it cheaper than they can. Thats the ultimate "fuck you" to everyone who you know that grows... and is sort of obligatory to get anywhere if you want people to get YOUR...

The efficiency of the hood can be compared to the advertised efficiency of others, due to the fact that you fabricated your own reflector this is the best and probably only option to get an idea of how efficient your design is. Bare sheet metal is definitely not going to be that reflective...

This is why purchasing off eBay sucks, and you sort of have to assume that this type of thing could happen.

The best way to measure this is by using a light meter which should be available to you fairly cheap (under $30) from any grow shop in your area. I would advise measuring your efficiency compared to results achieved by other products. Good luck.

heh... they are actually parasitic, and only grow when very very specific criteria are met. you should google about them as you will probably learn much more about them elsewhere as there isn't much information regarding the species here.
