I'd try to diagnose it before tossing it. If it's mites you'll wanna know that before your next round.

Your tops is what stumps me. When I had them, all my buds looked like your lowers. I grew buds like that for months back in 2011, chasing my tail. I'd scope them if you can. It's always better to rule out microscopic pests.

They're super tiny and easily overlooked.

The curl on those leaves look suspect. Just google russet mite damage and you'll see some like it in the images section.
