Here's the cloning setup, the heating pad under the box sat on a wire tray that held it up off the plastic on a timer to come on for 15 minutes per hr. Always worked for me. :D

The lights you're describing don't feel like they're the ones you want to use... Do some lighting research and you'll see a vast improvement.
