You can run 4 cree 36v cxb 3590s off a hlgh-c1400B no problem, I have 2 12 cxb3590 cob fixtures running off those drivers. So I assume you could do the same for the citizen 36v cobs. The mean well 185 is slightly underrated, it will do 200 watts.

This going to be used for flower or both veg and flower? If for flower only I would stick to 3000k and or 3500k cobs, 4000-5000k is ideal for vegging only. As Danielson mentioned I would run them at 50 watts each to give you 600 watts total, would make a fantastic flowering light for a 4 x 4.

How are the luminus compared to a vero 29 gen 7?

Look into a growers choice 630 watt double ended CMH as well, I have a couple of them in my flower room.. they would be perfect for a 3 x 3, would get killer results with it. They are relatively new, so not sure who all carries them. These ones here...

If you are in Michigan I have a handful of lumatek 1000 watt digital ballasts I am not using anymore and a 1000 watt digital galaxy that is about 3 months old I would let go for cheap.. few 8" raptor hoods as well.

timber grow lights have nice frame work fixtures or diy setups where you build your own frame. cobkits, cutter, tastyled, northern grow lights, rapid led, ChilLED.. all those are good places for parts/fixtures etc.

I would go with leds, you are looking at the worse efficient and best efficient as your options.. no hps for veg. If you want hps then use that for flower and use your 3500k leds for veg, would be a waste though to use those 2 lights for veg as 2 600 watt vero 29 cob fixtures would be great...

Do you have proper ventilation and/or air conditioning? I would look into getting ~5-600 watts total in cobs for veg (250-300 watts each side) around 4000-5000k color range.

I would not use hps for veg and do not dim them, changes the spectrum, better to buy a lower power light, leds can be dimmed though. MH for veg is good, or CMH

3500k is in the middle, can veg or flower with them, lean a little more towards flower though.
