I can go down a 15 degree slope at any speed I want from fractions of a MPH on up... Sadly the turning radius is what ended up making it...

    That would be one hell of a long belt man :-) I'm not saying that it wouldn't work, but I think you might be better off with a cable drive or one of those helical drive chains... You would need tensioners of some sort as well... I made an electric skateboard for burning man a few years back...
