you may want to look into upgrading your lighting, especially if they are stretching. IMO that isn't enough light to grow two plants effectively. Adding more wattage will let you get max yield.

IMO yes but don't put the light too close. Keep it at least 15 inches away and allow the plants to grow into the light. Do you have a cool tube? If not look into one. You might risk burning the crap of of them.
