Thanks for that cannabineer. I assure you they are online and active daily. I can not tell you how, why or when they respond to members. All I can say is take it up directly with them via private message. :D

It is up to the mod themselves. I personally would give a warning in the thread and if the warning doesn't do anything then close it with a post as to why I closed it. Others will close it and leave the message as to why. Either way you know why.

It is that easy, welcome to posting in moderated forums. The rules have not changed, they are just being enforced. There are plenty of forums out there if you feel this one is not for you. :D

When you see a thread going to crap, report it and don't post in it anymore if you are that concerned.

My reply was meant for anyone that reads this thread. As for your question, if you post in a thread and that thread is deleted you will loose the posts and any rep given in that thread. Choose the threads wisley when posting so this doesn't happen in the future. :D
