Put your money into lighting first then odor control. Plenty of threads on here to learn about both. CFL is cheap, but the results for new growers are not as good as HID mh/hps (200 watt - 400). LED is out of your budget. If you don't want people to know you're growing, odor control is where...

Seed doesn't need light until after it break the surface in a few days. A germination pad or heater can also be used to raise soil temps, but most growers use their lights from day one for this purpose. 400 w LED no closer than 20" first couple weeks. Good luck on your grow.
