And to answer the ops original question: No. That is why lighters create sparks. Without them you are just releasing butane into the air and it does not explode or ignite.

I seriously doubt anyone was in a room with butane above the UEL. The window probably created a spark when opened, or the person caused one with static electricity. Or it was simply coincidence that some other source ignited the room after the window was open.

I would separate the cases where there is probable cause that the person was on drugs from this one. I don't agree with it, but I certainly understand demanding blood or urine analysis under certain circumstances. This particular case though sounds like there was no real probable cause.
