Intake is not as necessary as an exhaust. having only an exhaust creates negative air pressure and it will suck air through anywhere it can. its just better to remove the heat then it is to just push air into it.

Putting the lights up close will make your plant spread out more, keeping them close with get you a thicker, bushier plant. if you want them to get taller move the light make them reach, but with cfls you get the best from them keeping the lights close. I always keep my light about 2 inchs away...
