If it is pm, it will wipe off. If its bug bites, the bite damage doesn't wipe off. Like I said earlier, don't think its pm. And yes you should cut the buds off and harvest. Next time maybe don't defoliate so much, but your final plant looks decent despite the bugs. Good job
I don't see any pm. Pm looks like a white fuzzy moldish covering or dried wet spots that look like milk drops. Even the last pic others have said looks like pm does not to me. What it shows is a pretty developed spider mite infestation

Hi Linda. Your plants look like they are having 2 problems--the overwatering others have mentioned and the light yellowing at the tops typically happens when a plant isn't getting enough light--or the wrong light. My best guess is your grow lights are hurting the plants more than helping.

Those pistils won't recover but the plant will put out new ones. It might affect finished quality slightly but don't panic, the plant is okay and will keep growing

They are still a long way from harvest. You might be halfway through? I've been told by an experienced grower that outdoors takes longer than 8 weeks and it seems to be true. I would suggest to keep your plants going at least another 4 weeks
This. To add on, the anaerobic conditions look like they have caused a fungal problem. There is not much you can do to salvage this grow.
Next grow add holes to your container and consider using a fungicide all the way through the grow to avoid this problem.

I feel that spraying causes more problems than not when you are this far along. Nothing you spray is going to eliminate it completely. If you spray, you will end up with finished product that has both pm and whatever chemicals you used to spray with
