yeah its safe to cut them off just clean the blades before hand. i usually just wait until the entire leaf is dead so i can just easily pull it off whole instead of leaving a bit of the branch. on burying it is up to you i usually just leave them

yeah would need some pics to get a better look, but brown spots are usually manganese deficiency and nut burn is the tips getting browned and nothing else but if its the lowers they could just be shedding their leaves as they get new ones
