Outside should be fine they won't smell that strong because of the open air. I assume you meant 20 feet?

The male flowers will put out a yellow tiny tip that looks like a teeny banana pluck those off before they get a chance to open. Don't pluck the whole tip of the bud just the banana.

Wait until your plants are about a month old and a 20-20-20 is too strong so when you do feed do it at 1/2 the nutes it calls for. Your yellowing looks like overwatering also check your ph it shouldn't be over 7.0 anywhere between 6.5 to 7.0 is good.

Go to www.foxfarmfertilizer.com and they have a section that tells you the places around you that carry their products, just make sure you call the store first to make sure they have that soil. Also get rid of the clay pots because they hold the salt build up in the clay and cannot be flushed...

How old were your plants when you put them into bud cycle?

Your ph for that should be between 5.5 to 5.7 and what type of nutes are you using? Are they for hydro? Also do you flush your plants monthly? It looks like salt built up on your hydroton.

You have to keep the male untill the male flowers and releases it's pollen. How many seeds will depend on how much the females are pollenated, I let mine go for 4 days after the pollen sacks start to open. You will get buds from the females just not as big as a lot of the energy is going to seed...

Move your light closer 40'' away is to far. I would use a cfl for the first couple of weeks if I were you about 2/3'' away from plant and after it's a couple inches tall move it under your hps.

Can't tell from the pics but if it's soft and fuzzy it's fungus and if it's hard and crusty it's salt build up. But I would think it's not salt build up cuz your plants are too small and it take a while to get salt built up unless your using well water that goes thru a softner.
