why don't get bigger?

my seedling is in soil and perlite mix, I grow them under 400W HPS, about 40 inch away from the seedlings. the max temperature is about 84 degrees. this seedling is 9 days old, and she don't grow:-? what is the problem? this is my first grow, help me pls!
 
Move your light closer 40'' away is to far. I would use a cfl for the first couple of weeks if I were you about 2/3'' away from plant and after it's a couple inches tall move it under your hps.
 
yeah slowly move it down move it to like 34 inches away wait two days then move it like -5 inches closer till you get it like 18-20 inches away just my opinion tho I only have one grow under my belt but thats how I have done the light adjusting and so far no over cooking!
