Halogen lights aren't at all suited to growing plants. Most of their energy is lost in heat, as opposed to being expressed as light...So useless pretty much...you can try to get a few CFLs, but my personal opinion and course of action is to either pack it all up until you have looked into it...

Never give any seedling of any plant any food for at least 2 weeks...if you are using anything time release, then don't give food for as long as the bag says it will feed for after that first 2 weeks... Seedlings are not seeking nutes, so they just sit there messing up all of the seedlings...

HiD lights do grow bigger buds, that is easy to see...some people can get HiD type bulbs using only CFLs, but it takes a lot of CFLs. There is a good bit of heat you have to deal with when using HiD lighting though. So...a personal fan won't do it... I have a 400w Air cooled CMH with a fan...

I use FFOF for my seedlings...as long as you don't overwater you will see no issue. All it takes is one person saying something and it gets taken down as fact, even though other people might not have even tried it themselves. I have used it for starting seeds and clones...had very few...
