its hard to tell without pics, when i look at my plants and the leafs are drooping its overwatered but when i plant is limp and its all drooping then its under watered but pics are key here!!

as long as the seeds are kept cool and dry and dark theyll last a long time also you can tell sex before you flower, pre flowers start to show, if you have the space id go for more

if you are using a 20 amp breaker make sure you use 12 gauge wire and a 120 volt 20 amp receptacle

the blue one could be an old caped off line not being used or an outdoor plug are you sure a furnace is on the 2 15 amp breakers on the left of the sub panel? both the wires are black and look to be going to 2 separate 14/2 cables, usually a furnace is 120 volts anyways not 240, could be one...

id get the cables or just look around for em myself, they are pc powercords right, just look for a pc store and see if they have em, they should be like 2 bux
